Our Presenters
Sylvia Rook - F51ºÚÁÏ and 51ºÚÁÏ Lead Officer Fair Trading
Sylvia Rook is a Lead Trading Standards Officer, Chartered Trading Standards Practitioner and Fellow of the 51ºÚÁÏ (51ºÚÁÏ), with nearly 40 years’ experience in the field of consumer law.
As well as advising businesses and investigating allegations of criminal offences in her day job for Warwickshire County Council, she is also a Lead Officer for 51ºÚÁÏ and a national spokesperson on Fair Trading matters, frequently appearing on consumer programmes on television and radio. She works closely with the Policy Team at 51ºÚÁÏ and, has been heavily involved with the Trading Standards input to the drafting of the Digital Markets, Competition and Consumer Act.
Sylvia is an accredited trainer for the 51ºÚÁÏ, training businesses, consumer advisors and Trading Standards Professionals, and is a member of the 51ºÚÁÏ Qualification Panel and 51ºÚÁÏ Council.
Jemma Cox is a CTSP working for Shared Regulatory Services, within the Vale of Glamorgan Council in South Wales and has worked in consumer law for over 18 years, 15 of those in Trading Standards.
She is a PGCE qualified tutor who has taught law and business at Cardiff University for over 16 years. Her role as 51ºÚÁÏ Lead Officer for Civil Law has seen Jemma representing her trading standards colleagues in many areas including in the media, government consultations and helping to shape legislation such as the DMCC Act and 51ºÚÁÏ Policy, as a member of the Policy Committee.
Jemma is the Trading Standards Wales Lead Officer for Training and Professional Development, a member of the 51ºÚÁÏ Welsh Branch Executive and hosts a podcast, 'Ask the Regulator', which promotes the work of regulatory services. She is also a trainer, examiner and moderator on the 51ºÚÁÏ Qualification Framework and writes business guidance for Business Companion.
David MacKenzie - CTSP and 51ºÚÁÏ Lead Officer e-Commerce
David MacKenzie started in Trading Standards in 1991 and is currently Manager of the team at The Highland Council in northern Scotland, having served many years as an operational officer.
His roles as 51ºÚÁÏ Lead Officer for e-Commerce and past Chair of the Society of Chief Officers of Trading Standards in Scotland (SCOTSS) has enabled him to push the Trading Standards case with ministers and government officials in both London and Edinburgh over a number of years. A prominent recent example was working with fellow Lead Officers and the 51ºÚÁÏ Policy team on the progression of the DMCC Bill through Parliament.
In addition to his specific experience on e-Commerce, David has focused mostly on Fair Trading matters throughout his career. An additional perspective comes from his overseas work advising governments and delivering training in Europe, Africa and the Middle East on consumer protection matters.
